Provider Types
First, choose which type of business you wish to operate. For all services except Waiver Support Coordination (WSC), you will need to choose between becoming a solo provider or an agency provider. For Waiver Support Coordination, you may choose to enroll as an individual Waiver Support Coordinator who works for a Qualified organization or apply as a Qualified Organization (group of Waiver Support Coordinators).
Solo
A solo or independent provider is a provider who personally renders waiver services directly to recipients and does not employ others to render waiver services for which the rate is being paid. If the provider incorporates, they are still considered a solo provider for rate purposes, unless they hire at least two employees including the owner and meet the definition of agency. Providers of waiver support coordination services cannot be solo providers and must be enrolled with a Qualified Organization.

Agency
An agency is a business or organization enrolled to provide a waiver service(s) that has two or more employees to carry out the enrolled service(s), including the agency owner. An agency or group provider for rate purposes is a provider that employs staff to perform waiver services. A provider that hires only subcontractors to perform waiver services is not considered to be an agency provider for rate purposes. This definition is not applicable to Waiver Support Coordination Qualified Organizations.
All employees of an agency or group provider must meet the qualifications and requirements specified in the provider’s agreement and those specified for enrolled service(s). The provider must maintain personnel files documenting the qualifications of all employees and their background screening results. Agencies may have subcontractors but must retain the required employees to maintain agency status. Employees of an agency do not have to submit an individual APD provider application to APD.

Waiver Support Coordination
“Waiver Support Coordinator” or “WSC” means an employee of a qualified organization as defined in Section 393.0663, F.S., who is selected by the client or the client’s legal representative to assist the client and family in identifying their capacities, needs, and resources; finding and gaining access to necessary supports and services; coordinating the delivery of supports and services; advocating on behalf of the client and family; maintaining relevant records; and monitoring and evaluating the delivery of supports and services to determine the extent to which they meet the needs and expectations identified by the client, family, and others who participated in the development of the support plan with person-centered planning.
Waiver support coordination provides significant support to a recipient to ensure the recipient’s health, safety, and well-being. The WSC can share tasks with the recipient and the recipient’s family, or other support persons as they desire or need, but ultimately the WSC must be responsible for performing all tasks required to locate, select, and coordinate services and supports, whether paid with waiver funds or through other resources.
Full support coordination provides significant support to a recipient to ensure the recipient’s health, safety, and well-being. The WSC can share tasks with the recipient and the recipient’s family, or other support persons as they desire or need, but ultimately the WSC must be responsible for performing all tasks required to locate, select, and coordinate services and supports, whether paid with waiver funds or through other resources.
Waiver Support Coordinators must:
Be 18 years or older
Have a high school diploma or GED
Have a bachelor’s degree from an accredited college or university
Have two years of paid, supervised experience in developmental disabilities, special education, mental health, counseling, guidance, social work, or health and rehabilitative services
A master’s degree in a related field can substitute for one year of the required experience
Supervisors and designated mentors of a Qualified Organization shall meet the minimum qualifications outlined in Rules 65G-14.002 and 65G-14.0043, F.A.C.
Qualified Organization
“Qualified Organization” or “QO” means an organization that employs four or more waiver support coordinators and meets all specifications in s. 393.0663, F.S.; Rule Chapter 65G-14, F.A.C.; and the iBudget handbook. Qualified Organizations render support coordination services to recipients.
